Offaly County Council has sought tenders for the construction of a new bandstand and public toilets in Lloyd Town Park in Tullamore.

Details of the planned works have been advertised and contractors have been given a deadline of October 14 to submit their applications.

Both projects are to be funded by the Department of Tourism’s Outdoor Public Space Scheme and Offaly County Council and must be constructed within a six month timeframe from the awarding of the contract in order to secure funding.

According to documents published on the eTenders website, Offaly County Council is seeking the supply and delivery of a modular building for a new caretakers office, storage unit, and two public toilets, one unisex WC and one disabled WC, to replace the existing toilet facilities in Lloyd town park.

The council said the modular building “must be self-contained and be easily accessible for both the public using the facilities and for maintenance operations” throughout the lifespan of the facility. It is also required to conform to the “aesthetics and environment” of the town park, and the external finish, cladding and roofline must “fit into the local environment.”

The successful applicant will be required to supply and deliver the modular building to the site, supervise its installation and will also be responsible for commissioning and certification.

Offaly County Council is also seeking “a traditional-style bandstand” using modular components allowing a quick and easy installation “using lightweight sections to achieve stability whilst maintaining aesthetics.”

It is expected that the bandstand will be 8m in diameter, and be of “a simple design” in keeping with the aesthetics and environment of the town park. The materials to be used should be lightweight sections consisting of cast aluminium feature columns, aluminium roof support structure and aluminium roof sheeting. The bandstand is to be raised and railings of a simple design are also required

Part 8 planning as approved for the bandstand at a meeting of Offaly County Council on July 18 last.

Located at Cormac Street, the five-acre town park was established in 1987 and officially opened to the public in 2008, after extensive refurbishment. Over the years, a playground, skate park, basketball court and outdoor exercise equipment area have been added to the park, which has been awarded the Green Flag each year since 2016.

The current toilet facilities were installed in Lloyd town park were installed in 2008, and were described as being "no longer fit for purpose” in a document drawn up by Offaly County Council as part of the Part 8 planning process.
